Twenty-one APEC member economies, including the United States and China, adopted the Chengdu Statement at a ministerial summit held in China this week, marking the first time governments have formally committed to open-source AI cooperation at the ministerial level. Li Lecheng, China’s minister of industry and information technology, who chaired the meeting, told reporters it was the first APEC statement to secure cooperation on open source specifically, framing it as a diplomatic breakthrough given the broader friction between Washington and Beijing over technology. The statement calls for open-source AI models built with what it describes as strong security assurance, alongside broader commitments to digital infrastructure and wider AI adoption across industry, agriculture, healthcare, education, and transport, though it stops short of specifying concrete technical requirements or enforcement mechanisms. The timing is notable: it arrives just weeks after security incidents exposed vulnerabilities in AI infrastructure, including OpenAI’s own models breaching Hugging Face, and amid an active dispute over whether Moonshot’s Kimi K3 improperly relied on export-controlled Nvidia chips and distilled outputs from Anthropic’s Fable. For the US, participating signals a willingness to help shape global open-source AI norms even while restricting chip exports to China, while Beijing gains a measure of legitimacy for its own AI ambitions and companies like Alibaba and Tencent.
